The HELB Clearance Certificate is normally grouped into two main groups i.e. Loanee Compliance Certificate and Non-Loanee Compliance Certificate. We need to get a better understanding of what the two HELB Clearance Certificates entails as highlighted below.

Loanee Compliance Certificate (Loanee Clearance Certificate)
The Loanee Compliance Certificate (Loanee Clearance Certificate) is issued to beneficiaries of HELB loans who are up to date with the HELB loan repayments. It is also issued to beneficiaries who are still within the repayment grace period. Once the beneficiary has completed repaying the loan, he/she is issued with the HELB Certificate of Clearance or simply the HELB Clearance Certificate.

Non-Loanee Compliance Certificate (Non-Loanee Clearance Certificate)
If you did not benefit from HELB loan, you can apply for the Non-Loanee Compliance Certificate (HELB Clearance Certificate) from either the HELB Portal or eCitizen Portal. Majiority of Kenyans fall under the Non-Loanee Category and are eligible to get the HELB Clearance Certificate for free immediately they apply for one on eCitizen.
Requirements Needed To Get HELB Clearance Certificate On eCitizen
To be able to get HELB Clearance Certificate from eCitizen account, there are a set or requirements that you need to ensure that you have with you i.e. eCitizen username and eCitizen Password.

eCitizen Username
Your eCitizen username can either be your national ID number or email address. Depending on what method of logging into your eCitizen account that you chose while creating your eCitizen account, the easiest and fastest method is using your national ID number as the username. You can also use your email address as the username but that normally depends on how you registered your eCitizen account. It’s recommend that your eCitizen username be your national ID number.

eCitizen Password
The other important requirement that you need to have with you in the process of getting your HELB Clearance Certificate is the eCitizen Password. By default, many Kenyans set their default eCitizen passwords as their ID number. But it is always important to ensure that you set your eCitizen password to something strong and not necessarily have to be your ID number, this is for security of your eCitizen account.
How To Get HELB Clearance Certificate On eCitizen
Step 1: Visit eCitizen
The first step in the process of getting your HELB Clearance Certificate is to visit the eCitizen Portal using the link https://www.ecitizen.go.ke
Step 2: Click On Sign In Button
Next, click on the sign in button that is located on the top right hand side of eCitizen website. This is as illustrated in the screenshot below.
Step 3: Enter Your ID Number and eCitizen Password
In this step, you will enter your national ID number as the username and type in the eCtizen Password that you used while creating your eCitizen account. Once you have entered both your eCitizen username and eCitizen password, click on the login button to access your eCitizen account.
Step 4: Confirm Your eCitizen Account
A new measure that was introduced on eCitizen is that dialog screen that asks you to confirm if you are logging into the correct eCitizen account i.e. your eCitizen account. After confirming your name, click on the continue button to access your eCitizen account dashboard.
Step 5: Click on Higher Education Loans Board (HELB)
From your eCitizen account dashboard, click on Higher Education Loans Board (HELB) service request. This is as illustrated in the screenshot below.
Step 6: Confirm Your Identity
Just as in step 4 above, a prompt display will appear asking you to confirm whether its you trying to access the service. Since you are in the process of downloading your Police Clearance Certificate on eCitizen, click on the continue button.
Step 7: Click on HELB Clearance
In this HELB service area, you will have to click on the link highlighted as HELB Clearance so as to generate your HELB Clearance Certificate.
Step 8: Get HELB Compliance Certificate
In this step, if you are a non-loanee then you are entitled to get a free HELB compliance certificate or simply the HELB clearance certificate. Proceed to click on the GET COMPLIANCE button as illustrated below.
Step 9: Download HELB Clearance Certificate
Once you have successfully applied for your HELB Clearance Certificate or the HELB Compliance Certificate, you may proceed to down the Clearance Certificate and saving the soft copy or even printing the hard copy of the HELB Compliance Certificate (Clearance Certificate from HELB).
The HELB Compliance Certificate is valid for a period of 1 year from the date it was first issued to the non-loanee beneficiary.
