This error means that there is a problem with your KRA PIN. It means that when you registered for KRA PIN back in the days using the now defunct Mapato System, you were given the Income Tax PAYE obligation which is for employers only.

If you are not an Employer in Kenya, you should have been assigned Income Tax Individual obligation. What you should do is that you should not try to update the KRA PIN to iTax. You need to draft a letter requesting for removal of Income Tax PAYE obligation and accrued penalties and then take it to any KRA station.

They will remove the Income Tax PAYE obligation provided that you give sufficient reasons that you were not in any business back then and then after that, you can be able to update your KRA PIN to iTax.
